		<description>And I might add that the blow Srna was dealt by De Rossi the referee did not see. This seems to remind me of a similar World Cup Final incident in 2006 that the referee did not see, but I also remember that the ref in question simply  looked up at the instant replay board and then sent the perpetrator home. If a replay was used at the very highest level, why cant it be used at all other levels?</description>

I live in the United States and the NFL has the authority to review incidents and punish appropiately as does the &quot;major sports&quot; in America, such as baseball and basketball as well as hockey so it makes perfect sense to do this as well in football/soccer as well! Rooneys elbow is just absolutely absurd! Okay yes, the referees may have missed it but that does not mean he should not be punished for his action!
